The son of Congressman Pablo Garcia and sister of Cebu Governor Gwendolyn Garcia, Byron Garcia faced a difficult challenge when he took over the prison three years ago. Gangs and corrupt guards ruled the prison where serious violence broke out at least once a week. He dismissed most of the guards and ordered the prisoners first to march and then to exercise. &#8230; [Garcia] chose Vince Rosales, a city engineer, to choreograph the dances and teach the moves to the inmates. &quot;When you are dancing, you would not even think of committing a crime. Most of them love to dance. For those who don\u2019t want to, it\u2019s a carrotand-stick process, we take away some privileges.
